Money for useless granite, not for new buses?

It is a bitter irony that Tamil Nadu’s urban services budgeting has money to clad a park wall with sheets of polished granite, but not to buy more and better buses to serve the commuter.
This park in United India Colony, Kodambakkam in Chennai is being lavished with materials that are dumb – they have no additional value in functionality despite much higher cost, than cheaper equivalents.
By contrast, our city bus system operated by MTC continues to languish. It is underfunded, and totally neglected, a trend that is usually linked to AIADMK governments.
The DMK does take up the bus system expansion when in power, although it is far from professional in its approach.
