MTC complaint mechanism does not work

I tried calling the MTC complaint numbers for the following, and then went online to its website to fill in the feedback form. I did everything right, and hit "submit" but the form would not work! Chennai’s MTC is clearly violating the JNNURM conditions for funding of buses, since it does not have a working helpline during all hours of operation.

This is my complaint:

Route 11G bus bearing Fleet No. KNI 406 on March 14, 2013 had broken four seats, two in the rear, that prevented passengers from sitting. Grab bar on top was not usable because bus roof had collapsed touching it. How can you run such a bus which is not roadworthy?
