During the 2009-12 period, when the Centre gave many States grant funds to purchase buses, the agencies involved came to a cosy compact with the bus manufacturers and watered down the features. Chennai thus did not get genuine low-floor buses, although there were improvements to some other features, such as LED destination boards and doors.
The analysis in The Hindu calls upon the Ministry of Urban Development to ensure that the criteria set by it should not be diluted this time. This report from Anil Sastry in Bangalore says Karnataka is hoping to buy 2,000 buses for Bangalore through JNNURM. That represents over half the active fleet of the Chennai MTC, which has only 3637 buses. Bangalore, by comparison, has over 6,000 already.
